The biggest problem with this photo is that there is no subject in it. But don't worry its not you fault, these days that is the norm.
I would've liked this shot if there were people somewhere in it, some animals, anything that was slightly out of ordinary, anything that conveyed an emotional feel.

One thing (that others have alluded to) is that the light is frontal, so there's minimal modeling. A different time of day, or a different season, I think would help.

I, too, shall jump on ferider's coat tails. Nicely put.
The blacks are black, and the light greys in the foreground are perfectly toned.
I like the different lines and their directions, the diagonals from the concrete, the vertical ones from the wood in very different shades, and the horizon being just slightly off. It's an abstract, but a great one. Being busy is part of it, IMO.
Again, I suggest to print it before you think you did anything wrong. Paper will tell you differently than screen. Depending how you print, tones might change again, and certainly be richer - remember you are seeing 8 bit grey tones in your published jpeg.
If you had the same picture with a nude jumping off into the water, the guys here would love the picture, and nobody would complain about exposure.

I think it would serve really well as a study in micro detail. The foreground detail is pretty interesting, but at a point in the middle distance the details just becomes a blob of posts and then as a viewer I start to lose interest.
This is similar to the comment that it lacks a subject, but if micro detail is in fact the subject, then perhaps I would have tried a background subject with less of a similar pattern of detail. and that would still attract my eye toward the finer detail in the background.
Still an interesting image though.
