What did they do to my film?

I've never seen anything like this before. The film is pretty old Kodak 200 gold. It almosts looks like it was scanned wet or something. The shops where I'm in Kazakhstan offer free developing when you buy a roll. I was pretty happy about that initially. Now I'm not sure what I need to do. There are two other developing shops in my small town. What do you think this nightmare is?

I'm getting my developing gear sent to me. I am kind of just making due with the cheap color film they have locally. I just really didn't imagine it would be like this. 🙁

Hope I don't hijack this thread, but I wondered the same thing about mine. New, non-expired film, both C-41 process, two different brands, developed a couple weeks apart.

Any clues as to the cause of the weird discolored texturing? Hope I don't have to change where I get my color negs developed.

I had something similar happen to a roll of E6 I cross-processed. When I unspooled it into the can, it made noise that made me think the layers were stuck together inside the canister, like it had perhaps gotten wet at some point.

Was this roll frozen and loaded while cold? if moisture were a factor, loading it frozen in a humid (above 60%) environment could easily produce quite a lot of condensation...
