what has gotten dirty?

I've been developing my films for a couple of years now. While my home conditions aren't perfect I never got as dirty a film as I got today. Film was Ilford PanFPlus, Developer was Rodinal. The whole films is full of dirt. Could someone hint if this was a result of bad drying or did it get dirty during development? thanks...

Very possibly during washing. If there'd been work done on the water mains, sediment could have been dislodged, accounting for the sudden extra dirt. I started using distilled water for the final rinse and it helps a lot, but will also check for a filter following Roger's advice.
