What is "LV Vulcanite"?

Here's the URL to an eBay auction for an M3 with "LV Vulcanite." The material itself looks okay, but I don't care for the lettering! I wonder if it washes off?

Excellent. Actually with the bin for $850 if it had a CLA would be a decent price. How about a Yashica GSN or Canonet? Maybe, a few Russian cameras.
