I use HC-110 in a two roll Jobo tank. At the standard dilution, you have to use 15.625 ml of HC-110 for a total of 500 ml of developer. That's using it as a one shot developer. Doing the math, a litre of undiluted developer can be used to develop 128 rolls if you develop 2 rolls at a time. Consider that you don't develop 2 rolls all the time, and you have 100 rolls per litre. 1 litre of HC-110 costs 20 €, so that's 0.20 € per roll.
I mention HC-110 because it last forever in it's unidiluted form, and works beautifully with HP5+.
I read somewhere that Xtol last very little time in the bottle, but I can't confirm that as I haven't used it.
