What kind of filter is this?

I bought two Voightlander filters on Ebay last week. One is obviously a yellow filter even though it's labeled G3x LW-15 . The other one, however, is a bit of a mystery. It's clear and is labeled "PL 4-2m 13-6.5 feet" Some kind of close-up filter?

They were made by the original Voightlander company and were manufactured in West Germany. Wonder if old Joe Stalin will roll over screaming in his grave when I put him on my FED 2? 😀
 
The latter "filter" sounds like a closeup adapter of some sort that allows a fixed-focus lens to be used at a distance of 2-4 meters or 6.5-13 feet. When you look through it, does it have a magnification similar to a pair of eyeglasses?
 
I second the "close-up" adapter. My Prominent came with two of 'em (and big hornking prisms attached to allow the rangefinder to focus close-up!). Voigtlander was rather well "accessorized."
