If it happened earlier today (which did happen to me), I'm guessing it's because people re-clicked the submit button when the site didn't respond.
I must say that the ultimate content of the "important announcement" didn't seem to justify shutting down RFF for such a length of time. I was trying to look at other threads but it took forever for the servers to quit choking on all the people trying to refresh that "important" thread.
