which film camera for 28mm Elmarit

The Leica M6 has a meter. As of recent the price of these cameras is rising. I think you can still get one for 1000 Euros.

It seems hard for me to believe that you can still get an M6 for 1000 Euros. I just recently sold my M6 on another forum for $1770, which is close to what they are selling for nowadays. Since 1000 Euros equals about 1081 US dollars, it seems a stretch to think that you could get one for that price.

This is just my personal and recent experience.

Some of the cameras that the other posters are suggesting could be obtained for 1000 Euros or less.
 
Even the Bessa R4 now goes for a lot more than 1000 euros. I'm happy I got my M bodies when I did.
Budget options: A Bessa T or a Leica CL with an accessory finder.
 
CL, CLE are oldies with electronics. Might work for some time. Might... And then you will spend some time to find who is not only willing to fix them, but has parts.

With your money and current market run by speculants you could get Bessa R2M and use entire VF for 28 mm. I did and it was fine.
Or even ugly Bertruda M5 (it has very fancy meter).

Once you realize what build in meter in M is just a gimmicks, you could try to get M4-P.
M2 will still works with 28 for entire frame, just as R2M.

If you'll go Bessa T, watch for expense viewfinder cold shoe. If it wasn't fixed already this primitive attachment will become loose in no time.
 
Any Leica M2, M4, M4-2, M5, M4-P, M6, M6 TTL, and M7 will work. Some have frame lines but the edge of VF is the right frame. Or an M3 with external finder.

What about the MP or MA?
Or if you are going to use an external finder the M1, MD, MDa, MD-2.
 
I don’t like external finders so your options are the .58x MP or M6TTL, Konica Hexar RF or Voigtlander R4A or R4M. For less than $1000 I recommend the Hexar.
 
M4-2 and newer Leica cameras have 28mm frame lines, the frame lines are right at the edge of the visible viewfinder. The M2 & M4 don't have frame lines but the finder is the same, you just use all of the visible viewfinder.

I always make a plug for the Leica MR-4 meter. The meter slides in the hot shoe and couples with the speed dial. You choose your shutter speed, push the meter button and determine the aperture to set on the lens. The 90mm frame lines in the VF are what meter "sees". Quicker to do then explain. I also liked it because I could hold the camera at waist level, meter, and then bring the camera up to eye level for a quick shot. Some cameras like the M6, M4-2 & M4-P have VF that flare enough which is annoying to some people.

I shot with the 28mm Elmarit and have no problem using it with my M4, M7 or even an M9. The only camera with a built in meter that I like is the M7, but I assume the MP would also be a good choice.
