The second one.
The asymmetry, color coordination, interesting subject pose and the overall composition.
The first one is up-close, but it does nothing to me. It's just another portrait of someone I don't know and don't really pull me into the subject's world.

I like them both, but "Leather Man" just a bit more, mostly for technical reasons. Each photo is well shot, with much care taken to bring out the best in them.

I voted on number 1 and it could be even better if cropped on top almost to the top of the hat and on the left side. As said we are engaged with the subject and almost speaking.
Number 2 reminds me to much of the thousand of photos on these and other pages taken from distance with no interaction with the subject for whatever reason that might be.

I like the first one best - an excellent shot with lots of character, though I think it might benefit from a slight crop for an even tighter composition (5:4 ought to do it, eliminating everything from the horizontal red window frame upward)
The second one is fun but although the joint in the cement in the extreme foreground is parallel to the frame I find the tilting curves and joints of the tiles makes it feel like it's slightly out of kilter. That's a result of the subject matter and not a critique of the composition as such - I don't see how else you could frame it unless you rotated it to make the center tiles vertical and cropped out the joint in the sidewalk.
Thanks for posting these - I enjoy looking at portraiture and street because it's something I really have no aptitude for myself and I like seeing the vast range of ways it can be done.

I agree...if you crop out the red in the upper part of the photo it gets much stronger...

I normally don't get involved in this kind of stuff, because it borders on being critical for errors in grammar.
Generally:
1. Fill the frame.
2. If in doubt, exercise the rules of the Golden Mean. Learn those first, master them, only then break them for special emphasis of the story you are trying to convey.

Thanks for all your help/advice.
These are my final selects for the Leica X Vario City Challenge LA.
I had 4 hours from the moment I received the camera, so I jumped on my bike and did a 25 mile loop around the city, to the areas that I would consider to be the most original (LA). It was a lot of fun, and turned out to be one of my most memorable bike rides. We lucked out with a slightly overcast day.
Anyway, I have to select only one. I was originally all for the tile guy, but after all your input, I'm not so sure anymore. Here are two more edits.. you were right about cropping the 1st. Although I left a sliver of red, because it was a part of the original, and I feel it draws your eye to his face.. a bit. And I think it is just…a nice red. The X Vario does produce loverly colors.

I also did some perspective editing on the 2nd, as well as some burning..
Colorful Tiles - Hollywood
Once I submit the photo tomorrow (sunday), it is then up to Facebook votes to see who advances to the final four. I will put a link to "like" if you feel so inclined. I would really appreciate it, and thanks again for the help. I find editing my own photographs so difficult!

#2 for me repeating Wills comments from above.
I would tweak down the clarity/structure/mid contrast slider and saturation a bit.
The image looks a bit un-natural and HDR.
Both images are quite strong.

On a separate scale, the leather man photo is uninteresting, and visually disturbed by the lights in the background. Colour is redundant.
The tile photo is much more successful, because at least, it justifies the use of colour. It is witty and well composed.
