I have a 40 mm Rokkor and a 90mm Elmar-C for my X-E1 for the moment as well as a whole lot of 50's (Jupiter 8, OM 1.4 and 1.8, FED 3.5).
I am looking for a nice wider view but don't have the money for a Fuji 18mm, not to speak of the 14mm.
What could be a good, cheap choice but with good IQ?
I love manual focus and don't really need AF lenses!
There's the Samyang (Walimex) 14mm but it might be too extreme for my taste. Then the Color Skopar 21mm? Any other lens in this league of 18 to 24mm???

I would go for the LTM 12mm Heliar: best lens for the money. I guess it is as good as the 14mm. And of course you don't need AF for a super wide! The Heliar is a tiny lens which fits nicely on you X-E1 and has great resolution:

I don't believe that you'll be able to find anything better than a used 18mm. They are being sold for $300-400 used on classifieds.

I'd look for a used 18/2 Fujinon X. They can/t be that hard to locate.

Voigtlander 15mm is tiny, and far cheaper than the Voigtlander 12mm. Only ever used it on film though, so I'm not sure how it'll work on the XE-1. Voigtlander 21mm is great too, but for me, the 15mm seemed just a little sharper, and also with the 1.5x crop factor, a 21mm is not all that wide any more.

Most rangefinder wide-angles ≤28mm smear badly in the corners. 12mm a bit less than the others. It will work but you might not like the results.
