Why doesn't Leica offer a low-cost 35?

Maybe someone knows the answer, but how is it that the new 28mm elmarit ASPH is cheaper than the old 28mm elmarit?

I think Leica had to act fast when they realized the M8 was going to hit the streets at $5k (in other words, no M8; no cheap 28).
