I recently acquired a Zorki 1, and I found its restrictive gear to be a bit loose, too. I placed a thin, springy brass washer in there, a "dial washer" for a pocket watch or other larger watch movement. It's thin and applies only a light pressure to the restrictive wheel, leaving the wheel free to move and spin with little effort.
Chacha, your solution sounds good. Did you snap a photo of it?

This photo shows how the dial washer presses the restrictive wheel against the bottom of the crate ever so lightly. When inverted the restrictive wheel hangs down just a bit. It's a very light pressure:
