appears to be missing the focus mount.

The bokeh is outright bad. If it is really worth that kind of money, it's not because of the bokeh. Here's a nice bokeh in MF:

I'll guess that it's worth about $1000 or so IF it's complete and functional. If it's incomplete, as has been suggested, it's worth maybe half that.
Only a fool would spend large money on it, imo.

they are not fools. most likely dealers with some obscure market for the lens where they are hoping to make a profit.
