I think you're having a laugh. The blue light on side of bin is a bit too much of a giveaway. 1st of April in a couple of weeks isn't it?
Mind you, that grey bin probably has a lot more processing power than the police you are likely to encounter on the streets.

I've seen those photos before, but labeled as "speed" cameras rather than "surveillance" cameras. To the extent the two words differ, both must be True. Because it said so on The Internet

They had been using camouflaged speed traps in Germany for a while - but due to vandalism they soon dropped using unattended speed traps again, except for heavily armoured fixed installations.
They've mostly gone over to digital cameras which can transfer the data wirelessly to a control point a few hundred meters on, to present the drivers with the evidence against them and cash in right on the spot - if that image is not history at all, it will be one of their oldest systems, probably only used as a backup...

The wheelie-bins are called 'Kliko' (brand name) and the police-rigged bin is called 'clicking Kliko'.

Could well do. Though I am pretty sure the ones they use(d?) here were digital.
I'm from Queensland originally (Queensland is like Australia's Texas, for those unfamiliar with how things are down here), so I find things down here odd at times.
