Does the 35mm frame get enlarged to cover the whole polaroid (presumably with a large loss in Exposure Index for the film)?
No. The block is parallel-sided, and gives two 24x36 images (you part-pull the Polaroid sheet for the second exposure) with no speed loss. It's really an exposure test only. The one you're looking at (Speed Magny type) has a separate lens system to relay the image onto, yes, the full area of the Polaroid.
