It's wrong. All Voigtlander lenses should mount, and click, too.
Could be for several reasons:
1) broken (or worn) lens lock
2) mis-adjusted lens mount
3) blocking frameline selector.
Likely it's 1 or 2. I would return the camera and buy another one, because of 2). The most important feature of any camera is a well calibrated lens mount.

It is usually the lens lock that acts up. Put one of the lenses that you have trouble mounting on it - and check that the "pin" on the lens lock snaps into the cut-out on the lens. Sometimes the the lens lock is not too worn. rounded off or bent. It can be the spring in under the lock that is weak and not pushing the pin correctly in place.
It is a 50 year old camera and things do wear - including lens locks and even the mount it self.
Check that on the lenses that mount properly - it sits flush all around the mount! I have seen M-mounts that have been damaged (dropped bodies etc) and will hold the lens a bit "skewed"
To replace or repair the lens lock pin should not be a big problem. It is still the same part as in 1954!
This seemed to be the problem to my untrained eye.
I ended up leaving it with the tech for repair. He seemed to know his stuff, he has the nationwide contract with Voigtlander to service their gear. He was fully confident it was repairable.
Fingers crossed.

I have a M4-P and I bought a (used) Voigtlander 28-90 m adapter. I thought the Voigt would be a better quality than your average generic adapter. The adapter works fine on my two M3s but will not lock into place on the M4-P. I also happen to own a variety of Leica lenses and have no trouble getting any of these to lock into place.

perhaps the Leica lens that worked in the store, was originally used in that M4, perhaps for decades? just guessing.

I had the same issue recently with a VC 21mm on my M3. Leica and Zeiss lenses have all been fine, but the VC didn't click... I can say that after a few days of 'playing' it works fine now. Seemed as though it almost needed to 'bed in' a bit. I know it doesn't sounds great, but it could ultimately be a non-issue. Just keep trying for a couple of days and see if the problem goes away.

I've got an early M4-P and have mounted all my lenses with the exception of the Russian Industar-22 on it without any problems and fully locking.
CV 21 in Voigtlander 50mm LTM>M adapter (whichever the correct type is, I think mine was the more expensive one, so I think that's type II, if memory serves)
CV 35 1.4 in M mount
Leica 50 2.8 collapsible Elmar in aforementioned CV 50mm LTM>M type II adapter
The Russian one mounts with difficulty because the adapter doesn't allow the infinity lock to lock or unlock -- however I mount it, it goes (either locked at infinity or unlocked and using all the range of focus but inf).

I have an M4 and it takes my CV lenses just fine, as with my Leica lenses.
Good luck and welcome to this very helpful forum.

I'd day if you're unhappy with the camera, either the sloppy range finder or loose frame selector lever, send it back unless it's a really great deal, even with the repair cost.
As for lens compatibility, I've seen similar issues with fitting a Leica lens on a Bessa T, although I did get it go on. Obviously don't force it, but perhaps you can fit the lens if you try to put it in the mount and a slight angle or something.

I have had this problem with a Zeiss 50mm 1.5 on one of my M6s. It works fine on the two Leitz/Wetzlar ones but not on the Leica/Solms. It also works fine on the newer and older Leicas. The CV lenses, SM with adapter and M mount, work fine on that specific camera.

As for the bayonet problem, sounds like thats the sellers problem.
As for the other "faults" thats your problem. Its a USED camera thats 50 years old.
Used camera that's 50 years old or no, if it comes with a guarantee the guarantee should be honored.

Using the Leica adapters made all the difference to my mounting VCT lenses on both M3 and M6 for me. I purchased cheaper adapters from a NY Camera store and it would not click properly. I returned the two adapters to the NY Camera store and he said he only got one back. He lied and I think was related to Madoff. I got MC to give me a full refund.
I tried 2 50mm f1.1 and a voigtlander screw mount to m mount adapter, and none of them locked in.
There's a LTM 50mm 1.1?

I use VC lenses all the time and never had issues on my m2s and m4. the only thing that's a little tough to get in and out is my 90mm summicron.

Never had a problem with VC lenses on my M4 or M2, however I frequently have trouble mounting lenses (any) on my M8.2. Seems like the opening diameter is a hair smaller then the lens diameter.

no problem with voigtlander lenses on an M3, M6TTL or an M8. Return the camera, get one without the problems.

Update:
I received the M4 body back from the repairer, and so far, the problem seems rectified.
I've paired it with a Konica Hexanon 50mm f/2 and have taken one test roll just to ensure everything works:

I can't help but think that all the people who say they have never had a problem locking a CV lens onto their M3/M2/M4 etc may have overlooked that the locking pin/tab on the body may have worn down over the years, so it fits easily into a tight rebate on the lens. It is entirely possible to buy a camera that hasn't been used much, or never had other lenses used with it, and the locking pin is still to factory spec and tight with a CV lens.
My M9's locking pin is reluctant to engage with some CV lenses and LTM adapters, whereas my MP and M2's locking pin engages with all of them easily. The tightness of the M9 has been noted by other M9 users on the LUF forum. But on an M4 it is really easy to take the button and pin apart and offer up the pin to the lens rebate and see if it is a tight fit or not. All you then need is a small file.

Pretty sure that, provided that IS the problem, the solution would be fairly simple.
Shoot more.
Well, at least (try to) change lenses more
