If that is a millenium edition - that is the one I have - then mine can be changed with the plate open and 'pushing' the dial from the inside, if that makes sense.

Changing the ISO dial I think is done normally by pushing the dial from the inside - i.e. I don't think this is abnormal/broken.
The idea is that you remember to change the film speed while you load film, and that you cannot accidentally change it afterwards. It makes sense as a system design concept, place of change = place of check versus place of use (where you cannot change a parameter).

@piero2025 Congrats on your acquisition btw, I am sure you will get a lot of great pictures using it.
The rangefinder patch on mine is a bit vague compared to Leica bodies I've owned but other than that, I prefer it to M bodies. (the 50/1.4 is also exceptional).

I am working on a 3d printed diopter/finder holder combo now (the 28mm is a must for me)
