I'm not very adept at these things and apparently there is some coating missing on the Front Element and he would like to return this to Me...
Which is perfectly understandable....
So I am now trying to get the Lens back from Canada
and then Reimburse Alex.
A Nightmare for Me & Him....
QUESTION TO ALL:
I paid $1075.00 for this lens with back cap & Hood ...With this scenario Did I pay too much for this Lens ?
Does coating missing affect image because i had a Print made 8x10
and I see nothing in the B&W print
Can a coating be REDONE ? IF so How much does that Run?

Yes, lenses can be recoated. The coating on the external surfaces isn't as important as the coating between the groups of elements. A coated front element can help if you use a filter. It's least important on the outside surface of the rear element because you don't put a filter there.
If you can't get your money back you still have a very useable lens.

Focal point will likely perform the recoating for a decent price. You can contact Michael Sparks [mike@fpointinc.com] (very nice guy).
$1075 is a good price for the late batch SA21 with hood but considering the coating damage, I would think you should be able to get it for less.

John Van Stelten at FocalPoint is also very helpful. I learned from him that the cost and risk of re-coating a lens element depends on the construction of the group affected. If it's a single-element group, then it's less difficult to polish off the existing coating and re-coat. But if the damaged surface is part of a multi-element cemented group, the group must be heated to separate the elements, the affected element polished and re-coated, then the elements re-cemented/centered/collimated. Obviously, the 2nd situation is more expensive and entails some risks, depending on the the age of the lens and the types of cement and glass composition involved.

Helen, front coating marks on a SA are not critical and most likely will not show up in use - particularly as you have the hood with it.
Rear element marks are critical and they will show up.
If you can get another without marks, go for it - but even the one you got will probably do good service. You are buying it to use, not as a collectible anyway. Price seems OK, particularly with the hood ( about $150) and the back cap ($50+).

Nice to have you back in the SA21/3.4 group, helen! To me it's not that everybody can make an interesting wide-angle shot.

I finally got some time to scan my other SA21/3.4 rolls. Maybe the neopan 1600 was expired for too long that the image got a little bit "unclean".
