If cheap and good are your goals then you'd really be hard pressed to do better than a stylus epic/mjuII. No, it's not a 28mm, but you can take a step or two back 😉. Konica Big Mini's are nice too. Both of these can be had for less than $30.
I've owned a ton of point and shoots and the only ones I've kept are a contax T2 and Ricoh GR1, I abuse my cameras and both of these have stood up, the T2 + Portra is really difficult to beat. The GR1 with Neopan 1600 (RIP) or tmax 400 is magic.

I give the GR1 another vote, they're cheap on the internet, very well made and fit in a pocket. They also happen to take great pictures 🙂

For a good laugh re: the Ricoh R1, check out ebay item no. 330628942876
I use one that was all of $20 (due to a dead LCD) from KEH. Works fine and at least I don't have to worry when (not if) the LCD will die. Framing is guesswork, though, as the framelines are also LCD, hence gone.
In the UK, you should also be able to find the various Rollei-branded P&S cameras more easily. There are a bunch of them, made by Samsung IIRC. Somewhat bewildering variety of flavors there, maybe someone else can contribute more info. I have a Prego 140WA (28-140 zoom) that is really quite nice.

I'm interested in the TC-1. What kind of depth of field do you get with it wide open? I don't need like everything blurry but the head of a tack, but some kind of something would be nice.

You said earlier that you wanted to throw the camera into ... well, I forget what. Anyway, the XA is nice but delicate imo. Meaning I've dropped one and taken it round to Honduras St and got a shock over the bill in the 80's. Since then I have bought one or two dirt cheap and not worried so much and also used the XA2 and XA3.
Both are a lot cheaper (sometime £2 or £3 in charity shops) and tougher and have far less to go wrong. The XA2 is simple and straight forward and you can adjust the EV using the ASA setting. The XA3 is a DX reader and has a setting for +1 1/2 EV.
Purists will object to this suggestion but I find the XA2 and XA3 to be more than adequate and very simple and fast in use. I can easily put up some pictures taken in York a week or so ago but I'm sure you've seen enough of them.

Just to add that the XA3 reverts to the manual ISO scale if it can't see a DX code (contacts covered with tape).

Delicate? I think that is going too far. If you drop many cameras they will have issues. However, I'm sure a repair bill was high. These days though you would just throw it in the garbage and go buy another one for $40-50.

I'm still deciding don't worry. Part of me wants to try out the Ricoh Gr1 but I am not sure yet.
That is the one I am using right now and it is so nice. It's the only film camera I use anymore. You can buy a XA anytime...since they are so cheap. I'd go GR1... 28mm is fun in a P&S.
