Well, I am not going to make a big issue out of this, and so far I never had any problem with Paypal.... untill some weeks ago, and most of the chances are there will be no problem at all by the end of the day. Some day.

It happened that I was touring the website of DVD techcameras, and I didn't find the shipping prices of the items. So as I use to do many times, and you have done as well, I advance as if I was purchasing untill the shipping price appears and then go back, without pushing any button saying "Pay".

But this time something happened, and it may have been my mistake - although I don't think so, and DVD thought I purchased indeed the product.

Many of our Russian and Ukrainian providers work with Paypal through a company called 2Checkout.com , so I got an email from them informing me the Paypal transaction and asking me for my address to deliver DVD goods.

I answered them this was a mistake and contacted DVD owner Yuriy Davidenko. To my personal surprise Mr Davidenko didn't showed any anger, and on the contrary he acted very politely and accepted the cancelation.

Then I emailed 2Checkout.com, informed them about the cancelation, and got a personal answer from one of their customer service clercks.

The surprise came from Paypal. You have no way to contact them with a specific problem. This sounds unvelievable, I know, but I invite you to enter Paypal and find any way to contact them with your problem. And them show me.

I am almost sure they will refund me some day soon. But not having any access to any human there, sounds me ackwards.

Well, I don't know your preferred method of contact (call or email) and I don't know if it is different outside of the U.S., but on the very bottom of the page are a lot of links, one of which says "contact us." From there you can choose to call them or email them.

Your link, which is new for me, also leads to a series of pre setted questions and answers and not to a human representative of Paypal.

Yes, it is possible to call them, and I guess if you live in the same neighbourhood it will be cheap enough. But I live in Israel and like any foreign country client I am entitled to an email address.

Now, in case you find an email address enabling you to contact their customer service, to be answered by a humand thinking person, instead of a pre-set series of questions and answers - kindly let us know. It seems to be Paypal's greatest secret.

I am in actual need to contact them.

Now, I assume it is possible to call them by phone, just to ask them for a human answering email address. Fine. But this is long away and below the immediate access 2ComcheckOut is giving you.

When I was working in Paris last spring to help set up a new bank/financial institution for a country that was not part of the EU yet I was surprised to see that the financial rules were much looser than here in the USA or what I expected of the EU. My gut tells me that this site might be from a country where the rules are not as strict.

I also think that many establishments are feeling the pain of the recession these days and might be very customer focused.

Everything is fine, but are you saying that Paypal's no-human-contact is the rule for us to be accepted as the new world economical order that has just collapsed ?

Assuming you are clicking the "Contact Us" link at the bottom of the page, on the following page there is a link to email them. You have to go through some pre set questions first, and they will provide you with what they think might help you - but then on the next page they provide a form with which to send them an email.

EDIT: you can also report problems through the security center (link at the top right of the page) or the resolution center, which is under the "My Account" tab on the navigation bar.

Ruben, are you sure paypal charged you? You can't send money to anyone without entering your paypal password, getting a review-this-transaction screen, and hitting PAY...it doesn't sound like you did that.

The charge appears on the Paypal balance. But I am yet to see my local credit card.

I will be reinbursed, no doubt at all, I am not worried about it.

As Mabelsound said, it is very unlikely they charged you, unless you put in your details (including password) into Paypal at the time. You can log into your account and see if any transactions have taken place. They appear instantly when you do.

If you are talking about my account at Paypal, yes they have charged me, as said above. If you are talking about my local credit card account - I don' know I still have to check.

It is precisely the fact that I continue to appear at Paypal as having been charged, that I tryied to contact them.

Again the money will be reinbursed as both the seller and 2cCheckout openly recognize the cancelation. I am not worried.

I understand Ruben's point. I have had a similar experience in which I was frustrated by being forced to communicate with PayPal by means of one of their list of questions-none of which was relevant to my problem. Other organisations are able to provide someone to respond to free-style enquiries.
 
I don't know what more to say. If you answer their questiosn for two or three levels and put "Talk to a human" into the one-sentence summary description you will end up at a 1,000 word entry window. The one and only time I sent them an email this way I got a response from what I believe was a humanoid. YMMV. Good luck.

I don't understand this at all. In my version of ebay (France) and in the UK version, on the 'My Ebay' page top right corner there is a 'help' tab. Click on that and there is a drop down menu with a 'contact us' option. On that page there is to the left a list of standard problems and to the right an 'e-mail us' option. I have used this a couple of times with general questions and both times had a response in 2 - 3 days from a real person with a name and a reply e-mail address.
