Here in Austria / Europe, after having been down about 23 hours, it started working some 7 or 8 hours ago.
I uploaded one photo, it was possible to edit it and stats are displayed but "camera roll" is down.
This one photo that I uploaded seems not to get views yet. Makes me wonder if it is visible for anyone or not ( a yellow flower meadow )

Means that the photo I uploaded after the maintenance is viewable, but the view-counter of it seems not to work. Well, imo stats never have been working correctly..

They`ve just tweeted that they are aware of the log in issues and are working hard to resolve the problem.

Here in the UK I can now log in (albeit slowly), but have lost everyone I followed.
Just get a message saying it appears that I don't follow anyone - guess that makes me a trendsetter then

On the East Coast of the USA at 11:40 EDT (7:40 UTC) it is glacially slow, but working. Have not tried an upload yet. Hard to see how this is an improvement, at least not yet.

Yes. For example, the phone app isn't working yet so I can't fave any pics from it.
The solution is (probably) to wait a few weeks before posting if you want your stuff to be seen on Flickr. I'm not planning on posting anything for a while because of this.

Went to the Help Forum to see what the status was on the Uploader repairs, and got a "502 Bad Gateway" error instead. Looks like they kept the same IT team that worked for Yahoo, and couldn't stand to hear from the Customers.

I thought it was still not working, but, logged out, and back in, and it is working. Uploaded a photo, and made a slight edit.

They seem to do their customer interface on Twitter and seem very open and helpful from what I`ve read.
This is their latest tweet.

Update: same location as above at 14:25 EDT (10:25 UTC) uploading worked. The geotagging feature was very slow to load and balky, but worked on the third try. The whole site is still very slow, and you often need to try to do something multiple times before it works.
It's not quite 56k modem days, but it brought back some of those memories. How spoiled we have all gotten.
