i use gimp occasionally. for basic editions i use faststone. small, simple, fast and has nice set of tools one mostly needs.

As I got the RAW file converter EX (RFC) from Silkypix for free together with my X100, I changed my dual workflow.
1. Development
- for simple exposure changes: ooc JPEG --> IrfanView --> TIFF (8bit)
- for complex exposure changes: RAW --> Silkypix RFC --> TIFF (16bit)
and for EXIF additions and modifications: EXIFtool
2. Further Processing
- for crop, different resolutions: TIFF --> IrfanView --> JPEG
- for complex retouch work: TIFF --> GIMP --> TIFF (8bit) --> JPEG
Yes, I believe we have to wait until GIMP 3.x to get 16bit TIFF export.

Apart from RAW processing (RAWtherapee) my post processing WF consists only of IrfanView, GIMP and ExifTool.
