All of the above comments are valid. It all just depends on what equipment you have and what kind of results you are looking for. Some further considerations:
The "faster" the lens, the more it costs; often by at least an order of magnitude. The difference between a 50mm f2 lens and a 50mm f1 or .095 is staggering.
The comments about using film for night photography are true - but you can also stack 120 30 second exposures to equal a 1 hour total exposure time. That's not hard with a digital.
