It's the focusing rack . The lens should slide out of the body onto this rack which is then brought into focus by turning either of the knobs . The assembly should be mounted to fold out flap . I'm sure a search on Flickr will illustrate it . Peter

It looks like one of the rail track guides for inside the body. Look at the inside bottom panel. There's one guide for each rail and they go on the outside of the rail and have a slot on the edge for the rail to slide through. They also might need spacers underneath them to line them up with the tracks on the bed. Spacers can be made from pop or beer cans if you need them and they're missing.

Figured it out goes under the bed focus knob for tension. Ebay buy found it loose in the camera. So a good time to clean and grease.
Camera has the kodak ektar 105mm f3.7 heliar style for a lens. Should be fun to try.
