I just received my first roll of medium format negatives sent out for processing and scanning. I could have sworn I asked for TIFF files and not JPEGs, but at least I have images.

What confuses me is the images on the disc are backwards? Why wouldn't reversal of the negative be part of the scanning process? Is this normal or did the lab accidentally put the roll in backwards at the time of scanning?

You just need to open your monitor and look in the back side, then they'll be facing correctly :]

Seriously, they just flipped the files or the negs. If you asked for one type of file and got another type, and they got the files flipped, this should be your last visit to that company.

Just go into your image editing program and flip the files.

Lab techs are generally low-paid entry level positions except at labs that specialize in scanning. But every lab will make mistakes.
