Can ICE in Nikon Coolscan be used to remove scratches from negatives?
To what extend of scratches can it fix?

You can use the ICE, but it doesn't do a great job on scratches. They are likely to have halo edges and be filled with non-matching colors and patterns. I've found it much better to take the time and use the clone stamp and healing "bandaid" in photoshop.
