Hi,
Just wondering what dedicated 35mm neg. scanner you would buy. I shoot mostly black and white. But also some color neg and chromes.
Do I need ICE, can I afford it?
325.00 is my budget.

At $325, you can't afford ICE unless you go used. Even, then, a Nikon IV is about as far back as I'd go, and that's pushing even the market prices for that unit. If you can get a Minolta DS III or IV, that's probably your best bet.

Mr. Flop (or is it Flip?)
This has been hashed out rather thoroughly (not to say 'endlessly'). A search on "+scanner +ICE" should give you plenty of reading material.
Personally, since I shoot lots of color as well as B&W, I would NEVER consider a scanner without ICE. The next poster in line, however, might tell you it doesn't matter at all. Just make sure the poster whose advice you follow actually has compared the two methods in person instead of regurgitating net wisdom.
I wish I could help with a specific scanner recommendation, but I do not have any personal experience with scanners in the range you are seeking. So the only advice I can give is to strongly consider getting an ICE capable scanner, no matter what unit you get.

Tom made me realize that my answer was a bit too short. I, too, strongly recommend getting a scanner with ICE. Even if you don't think you'll need it, if you can stretch the budget to get a unit with ICE, then do so.
I guess I have just posted too often on scanners and jumped to the last part of my response

Under $300 with ICE, but one frame at a time

I have one. Kinda noise but I do not have another to compare. Very good scans, but, only a frame at a time. Oh, slow, too.

Not so new now.
If you need ICE and shoot mostly B&W, the Epson 4490 is a good choice, except for the fact ICE won't help on traditional B&W. The slides will need careful post processing, but will be acceptable. There's a lot of info about this on RFF.
