The first thing that came to my mind is the Olympus Stylus Epic (mju-I). This is the only one I tried and it is a real point and shoot that delivers (6$ or so with auto focus, if you are lucky).
Next I would say, XA2, if you do not mind zone focussing in three steps. If you open the clamshell, focus is set to hyperfocal distance, so no big problems in good light. Fast.
If you are more daring and want some more control over aperture and focus, Olympus XA. You do not have to care about exposure time, though.
The Olympus 35RC is also quite nice, if you can find a working one. It gives you even more flexibility (full manual mode available), but the obsolete battery (mercury) may be a problem.

I'm surprised no one has mentioned the STYLUS Epic Zoom 80.
It has the 38-80 zoom, along with all the other good Oly features.
That said, I like my standard Epic better. Next, my XA2.

Finally at home...
If you want a zoom lens, try to find a Leica C2.
If you're fine with a prime lens, the best value you can get is either a
Nikon L35 AF
or a
Canon AF 35 MII

What! Two pages of Olympus choices and yet no Trip? Blasphemy! $5.00 to $20.00 should do it. Great meter, excellent lens, just fantastic. Step away from those P&S's that take batteries.

I recently bought a Leica C1 zoom for $46 on ebay, and I bought the minilux zoom for $102.
In terms of image quality, the minilux zoom is the one to get, even though the m-zoom's vario-elmar isn't as good as the minilux Summarit fix lens P&S. I found the images sharp.
There are bargains to be gotten out there.

For image quality and great features in a compact with a zoom, I would go with the Canon SureShot Classic 120. The images are sharp and well saturated and the camera has quite a few features including spot metering. I got mine for about $10 on the bay and I have really enjoyed mine.
If you forego the zoom, definitly look at the Olympus Stylus Epic / µ[mju:]-II. It is small with super image quality. It also has a spot function.

mjuII color pictures are amazing. For b/w I used only iso 100 film so its kinda less sharp because it has that weird exposure program (tends to use the lens wide open).
