Is the mount that allows the 7/7s to use the "dream" also compatible with the R mount lenses of the time?

Hmm, I think those R lenses could be mounted in the Mirror Box II (Canon's answer to the Leitz Visoflex) that was designed for the 7/7s mount. That said, it may be easier to use a Canon R reflex body, but I'd say that it's possible.

Not without an adapter (aka Lens Mount Converter B.)

The Mirror Box II, which attached to the 7/7s external breech mount, did have a flange identical to the Canonflex mount, so the mounts are "compatible" in that sense.
 
To directly answer your question NO the outer bayonet on the model 7 7s and 7sZ is what the 50mm f0.95 attaches to. That mount is unique to the body and f0.95 lens only.

You can as mentioned above mount a R FL Fd or nFD lens to a screw mount body (the 7, 7s.7sZ has the screw mount as well as the outer bayonet mount) by using the Canon adpater B this will allow the newer lenses to be mounted but there will be no rangefinder coupling. So all focusing will be by distance estimation or zone focusing. which for a wide angle can work pretty well for 50mm and longer unless you are shooting at a small aperture your going to have a hard time getting sharp photos.
