Canon IVSB Stuck On Slow Speed Range

I've owned a Leica IIIf for many years, and like bottom-loader RFs. I recently inherited a Canon IVSB from an elderly friend. It seems quite well made, although its rangefinder is way off.

The shutter curtains were replaced several years ago. The fast speed range seemed approximately close. Putting it in the 25-1 range to test the slow speeds, they all were fairly close , including 1 second. HOWEVER, when I tried to put it back in the fast speed range, I now can't move the knob from the 25-1 setting! It pulls up normally but won't let me rotate it.

Yes, I'm trying with the shutter cocked, NOT uncocked, and I'm pulling up on the large speed dial, but I can't get it to move from the 25-1 setting...

Am I doing something wrong, or do I need a shutter CLA? Any suggestions for a repairman to adjust the RF?
