The Highline is a public garden/park. There are benches all over the place. Great views of the West Side hwy, Jersey, city streets, and the Hudson River.
It was an old elevated train track in the meat packing district. From what I understand it was unsightly to transport goods through the front doors. They also did not want to cause additional traffic, so the track was elevated and deliveries were made through the backs of building. It finally went defunct in the 1980 (I think). For many years after that it was just an overgrown 'lot'.
About a year ago construction was completed in the lower (roughly 14 st to 23 st) section. They plan to open this space up to about 34th street.

And (a more accurate) history here: http://www.thehighline.org/about/high-line-history
A fun place to shoot, but it can get packed on nice days. Barrett's backup plan of visiting galleries is a good plan b if it does indeed get too crowded.
Would love to join, but I think I may be out of town. Have a great time!
