Contre Jour, is it the thinking mans' bokeh?

Does the definition of contre-jour limits itself to shooting against the light, or does in include the caveat that exposure should be set for the main subject, blowing off the highlights in the back light?

In other words, is the image below a silhouette, a contre-jour, or both?
