I think the more cops that take photos the better - particularly when someone sees them and makes a complaint... these days everyone is a photographer. When people realise that, they might start behaving more rationally.
Imagine if there was the same paranoia about the use of cell phones as there is for photography. Where every person using a cell phone to make a call was seen as doing something suspect, potentially illegal or dangerous to society.
