Copal MXV -- stumped

I am CLAing a Copal MXV. I've just finished cleaning it for like the fifth time, it is spotless, and yet the 1 second shutter speed is still nearly 1/4 second slow. Any ideas?

Believe it or not that's within standards.

That seems to be the consensus. I'm told they can be as far off as 1/3 second at the 1 second shutter speed. I've never had one that far off before though.
