Comments went crazy! Lets see if I can cover everything:
The repeating shape of the marks is a very good point. I hadn't paid that much attention to them, and the shape does repeat over other frames as well.
I am generally very careful and tidy when working, but I guess its always possible a contamination occurred. The developer was used 1:1, with each batch mixed up as needed.
My initial thought was a light leak, however this has occurred on only this film, which has had other rolls through it since which show no signs of this (all 400, colour and b&w).
However, I hadn't thought about it until now, but this roll (as with the others) did go through an airport xray twice, however this roll was loaded in the camera when it went through the first time (with one shot exposed so far, so most of the film still inside the canister).
Processing was done in a Patterson tank, end of the leader cut square in daylight, reel started, then finished in a dark bag. Development was done at 20.5degC. Normally warm or cool to 20, however on this day water temp was 20.5, so just modified time slightly to compensate. Developer, stop, fix, wash, final rinse in Fotospeed Rinse Aid, then squeegee.
Not too sure it will work, but I will grab one of the less important strips and re-fix and wash and see if it has any effect.
Static is not something I had considered, but does make sense I guess, though as mentioned, I wouldn't expect it to give these shapes. I am in Brisbane, Australia, and that day was about 50% humidity and around 22 degrees.

You can see also a fixed angle in the stripes.
Is there some kind of fixed distance between the "clouds of spots and stripes"? You said that the problem is also visible in other frames.
If so, I think it might be a production error, which has to do with the "print" of the brand name and frame numbers. Did you check the grey values of the spots vs those of the brand name?

Update / Resolution
So, it seems as some had said, it was a chemical issue (I think). Made a point to give everything a good clean, and now have specific beakers marked for Dev, Stop, Fix to remove any chance for possible contamination. Fresh developer, fresh fixer and new storage bottles, and I developed another roll of FP4+ from the same batch. No issues! Stoked!
My guess is, it didn't fix properly, and wiping the film down dislodged some emulsion and wiped it over the image. No issues at all with this one, well, film wise anyway, the camera is having some weird focus issue, but that's for another thread.
