Wow - a question I can at least partially answer!

I don't know this specific model, but it looks like an auxiliary rangefinder. Look through the hole that's on the same side of the dial; focus using the dial; transfer the distance to a lens that isn't rangefinder coupled on a camera.

I'm guessing it is not specific to any camera - rather it slides into the hot shoe (or more likely, for the kind of camera that needs it, a cold shoe). If I remember correctly, Leica made something similar pre-M cameras.

WOW! looks very close to the Leica finder. I got it at an antique store near my house. I looked thru all of their cameras to see if there was one that fit it but no luck. It is in good shape and the finder works perfect. I guess I will scour the web to see if I can find any more info.
 
My Granddad used something very similar on his Bessa I but the shoe ran left to right on that one , I can remember playing with it when I was 6 or 7 (late 50’s) , I inherited most of his gear but not the auxiliary RF
