Yes, it's a reference to Francisco. The BBC transcript (here) has a slightly different version as well - "Pretty understandable, but that Cartier-Bresson quote; when he came up to you and said, 'it's Goya's war sketches'. Now an extremely flattering of course of course but, do you recognise some truth in that?"
Oh, I guess I was right then... just a guess but made sense.

Funny how much I studied that painting in classes and thought, oh, ho hum. And then I stood before it in the Prado finally and was in awe, stunned into silence. Which for a college-age kid is pretty hard to do.
Anyway, great article. I don't think the video was as well-put together at is could have been. (I teach digital storytelling so I guess I'm picky about how narratives are constructed.) The article does a better job with the quotes. Though the video could have been far more powerful, since it has his nuances and pauses. Someone above noted the difficulty with which he calls himself a photographer. That's a great moment.
I think his ideas about treating his subjects with sympathy and humanness is better conveyed through the article. In the film it comes off as a bit shallow because the full quote isn't there. Things like that.
Anyway, critique aside, I need to see more of his work and think more about it. I've spent a good part of my life thinking about the whys of war, albeit at a safe distance.
