Just now check the Epson support site and the updated scanner utility and driver for 10.9 is out there. I'm at work, so have not downloaded or tested it as yet. Will do so this evening.

So the new epson scan is available but for some reason it doesn't see my V700. It appears in 'Printers & Scanners' but Epson scan gives me the same error as when it's turned off. It's connected with a Firewire 400>800 cable and 800>thunderbolt adapter, but I wouldn't imagine that would be the issue if I can scan via Image Capture...

You could try this!
Go to disk utility
then first aid
click "repair" (your hard disk)
restart the computer
