I use an Epson V100 flat-bed scanner with a transparency adapter. I just scanned a negative and got the result a portion of which is attached. The line runs along the length of the film. I am puzzled that it is only on the face and does not go into the hair.

I bought the scanner new and have done only around fifty scans with it. It is no longer under warranty, though. It is an inexpensive model, true, but it ought not to go bad so soon.

As i am looking at the image, it seems that the line does go on on the hair as well, a bit, but quickly fades. Same like at the bottom of the frame.
To me it looks like a nasty scratch on the film, but i know you have expertise so i am not sure if i should suggest you to check the film 🙂

In any case, the film being negative, the line being whiteish, if it is on the scanner i suspect it is a dark line originally so might be just some junk? on e.g. the sensor? (i assume you cannot see anything on the scanner glass)
You might be able to blow it off ig you take the scanner glass off.

OTOH if it only happens on a few frames, i don't understand how it can be scanner issue.

I recall another scan from some weeks ago. That had a greenish line. In neither case was there anything of the kind on the print made from the negative. Seems an electrical or electronic problem rather than a physical one like a scratch or dirt.

[edit] Found and attached it.
