I'm not sure what you mean by "diaphragm." Are you refering to the aperture ring on the lens? If so, it should certainly turn.

Well, there are three rings with markings. One, the nearest to the lens' end is for aperture, the closest to the body is for distance.
But there's one ring of markings in the middle of those two rings. What is it for?

Do you mean the depth of field scale?
 
Depth of Field scale should not move. It wouldn't be worth much if it did. The DoF scale shows you what distances, in meters, will be in focus at certain apertures relative to the distance you're actually focusing on. For example, if you're focused at infinity and have the aperture set to f/16, you can match the 16 on the DoF scale with the reading on the distance dial. Any object between the number on the distance dial and infinity should be in focus.
