You can buy a replacement spool. There are some e-Bay sellers who regularly stock them.
Another approach which works on Fed-2's is to replace them with a fixed spool from a defunct later model. The fixed spools supplied on late model Fed-2's, Fed-3's, Fed-4's and Fed-5's can all be switched in with only a screwdriver.

Mike Ellek's webpage has instructions and illustrations for making a take-up spool out of a 35mm cassette spool for a Kiev. The gripping mechanism for the Fed-2 is different from that of the Zeiss design Kiev.

It's not impossible to make your own Fed-2 spool, but a replacement should cost you no more than $10 (US). You may also be able to get a whole bunch of spare parts with it (most of a camera).
From what I have read, Fed's are a lot more common at "boot sales" and camera stores in the UK than they are in the US.

What I did not long after I got my first FED2 was to buy a cheap "like new" FED5 for $18 + postage and put the Ind-61L/D and fixed spool on it.
