Fed 5c Shutter

I recently got a Fed 5c on e-bay for that seems to work fine with one exception. I cannot detect any difference between the 1/15 and 1/30th shutter speeds(ie; they sound the same) I consider this a minor problem since the camera takes good photos. Is there anything I can do to adjust the 1/15 second speed. I know there is a slow speed module in the top deck, but is that the source of the problem?

I've never taken apart my Fed-5B shutter slow speed mechanism, but I just checked it and there should be a clear difference in sound between the two speeds, both when setting the speed and releasing the shutter. I would suspect the slow speed escapement. I think Rick Oleson's website may have some information and illustrations you can use.
