I have a Fed2 with a Industar 22 collapsible lens that I am having an issue with flair, I was wondering if the Leica Elmar clamp on hood will fit the Industar?

It should. It certainly works the other way around - a hood for FED collapsible will fit a Leica lens (well, I can absolutely confirm the Summar but its the same size as an Elmar front).

Yes it does, I have the FED-50, which is similar to your lens, and the 5cm ƒ3.5 Elmar with a Leitz SOOGZ A36 to E39 adapter that fits both. Any A36 size clamp on accessory should work without problems.

36mm slip on filters and lens hoods were fairly standard sizes years ago and any of the will fit the Industar 22; you can often find them in flea markets for pennies. But don't look online as anything 36mm in size will be suggested as a Leitz one or fit and priced accordingly
Here's the genuine USSR made hood, on the right. The thing on the left had chocolate in it and was intended for a DIY project many years ago.

It might be not the hood, but the over side. I've had FED 50 3.5 which was flaring badly. It appears some bare metal parts on the back where doing it. I painted it with matte black paint and problem was gone.
Normally, Industar-22 have good flare resistance.

Ko.Fe. beat me to it. I shot a I-22 quite a bit, and never noticed any flare.
Buying another I-22 might not cost any more than a lens hood, and you can work on your lens without too much trouble, or many special tools.

I've managed to find a clamp-on metal hood. The seller told me it's a DIY stuff, but of high quality. It consists of a clamp-on ring (A36 to 40.5mm thread) plus a spacer ring plus a 40.5mm hood. It is fastened by screwing in the 40.5mm hood. But the hood's thread is long, much longer than of filters and all my other hoods. The only major drawback is that it's very difficult to change the aperture with the hood attached. Although, with clamp-on filters — it's impossible.

I did try a different I22 lens and same thing
I will check for the shiny metal inside and see if that could be the problem

Be advised that the Russian 50mm lenses can take a a36 but also a a37 size hood. It will drive you crazy if you have one with the a37..
