I've been glancing at this thread on and off or a while and thought I ought to jump in with both feet and point out that both versions of the IIIC manual and a lot of others are available over the www.
Here's the first port of call for anyone:

http://www.cameramanuals.org/leica_pdf/leica_iiic_02.pdf (Leitz NY version).
Mike Butkus' website has almost every manual published (well, most of them) and he asks a nominal donation for a download.
So go there, download the manual as a PDF and away you go.
And, on ebay there are dozens of books about the Leica range by Focal, Kisselbach etc. But the advantage of the PDF version is that you need only print out the page(s) needed.
As for the plastic card, in the back pocket, it's for pencil notes. Leica, FED, Zorki et all do them. They look like this:
The one on the left is Leica's and the other came with a Zorki.

PS I nearly forgot; when the Leica appeared a lot of small firms started their own range of accessories. So look around and you'll find film trimmers, cradles etc, etc. All a lot cheaper than the genuine article but working just as well. In the UK R G Lewis were a very good source of these bits and pieces.
