I just got a near perfect 35mm 1:35 Summaron but can not figure out how to rig an IR cut filter on it and a screw in hood. It looks like it takes a slip on filter and original hoods are almost as much as I paid for the lens.

What sorts of parts should I be looking for?

This is what you need: SOOGZ - a Leitz A36 to E39 adapter. Once in a while it shows up at that Bay:

Watch out. There are (at least) 2 versions of that adapter. One has a groove cut around the outside that a clip-on vented shade (made for the M-mount 35/50 lenses) will attach to. The other version doesn't. How I know? I ended up with one of each, and had to cut a channel around the one so I could attach a hood.

No problem, I got the un-grooved but plan to use an E-39 screw in hood from HeavyStar in the IR-cut filter. I really don't like clip on shades. I use this arrangement on several of my old Leica lenses.
