Flare, Light leak, Shutter problem?

I shot this photo with a FED 3 and Industar 61 L/D 2.8/53mm serial # 7002578. I think it's uncoated, no discernable tint. The vertical light streak is in most shots on the roll with only a few exceptions and to lesser degrees. I did use a vented hood. This is the worst case shot.

I'm hoping it's lens flare and I can pay more attention to the sun's location.

Opinions needed.

The shot is at the Kennedy grave in Arlington.
 
Looks like the shutter isn't capping properly.. This is a fairly common problem with FSU cameras.

Advance the shutter halfway and shine a light into the front of the camera with the lens removed while looking at where the 2 curtains overlap. You'll have to look at an angle to see if light is coming through..

That seems to be the problem although how it leaves a light streak in the same place puzzles me.
Is there a cure. Maybe curtain tension?
