Scan at the highest resolution the scanner offers. You will need it for a print that large from a scan of a 35mm neg.
Even if you are making small prints, you should still scan EVERYTHING at the highest resolution. Why? Because if you do any work on the scan, like dodging and burning or retouching, then if you decide later on you need a bigger print than you originally scanned for, you have to rescan at higher res and redo ALL THAT WORK. Better to scan everything at the highest setting to begin with and then use that as a master file you can size down and save at smaller sizes for small prints.

I'm actually having some problems in Silver Fast SE. Everytime I out put the dpr at 7200 and then size the dimensions of the output to 19x13 it defaults back to like 1.4. Any reason why it does this?

Dwayne: I think some basic understanding of scan / print resolution would help you quite a bit. I suggest Wayne Fulton's www.scantips.com It is several years old but the basic concepts you need are there.
Chris' suggestion about scanning at the highest resolution is valid. Do you know what the highest actual resolution available from your scanner is? You mention 7200 dpi which I seriously doubt your scanner can actually resolve.
