French Jules Richard Homeos 1912 35mm Stereo Camera

Jules Richard patented his Homeos 35mm stereo camera in France in 1912.

But when did the Homeos actually make it to the marketplace?

Would any French speakers be willing to research that question for me at the Bibliothèque nationale de France ? I would think the answer is there.

Not in Paris myself, but some readers might be. You should try http://summilux.net/ which is the closest thing to Rangefinder Forum there is in France. There is also a site dedicated to older cameras : http://collection-appareils.fr/ and a forum there. Asking on this forum might get you some feedback.

The company is still extant -- http://www.jri.fr/en/about-jri/history -- but they don't actually seem very interested in their own history. They might be more forthcoming if you contacted them via the second (English language) link. Unfortunately I'm 200 miles from Paris.
