it's an enlarger lens.
vivitar used to import them under their own name.
depending on who made it and i think it changed a few times, it could be anything from really poor to ok.
when it comes to enlarging get the best lens you can afford.
my personal suggestion is for the fujinon ep lenses.
they are great but hard to find.
