If anything, things are better now because tourism in Peru has grown exponentially in the past two decades.

So "things" which means criminality is lower now because tourism has grown? "Things" are worse now because actually poverty levels are at the highest level ever, and that is the principal cause of criminal activity. Good luck with your vision zero. 🙂
 
Definitely can't argue with your comment about poverty because that is readily apparent when you're in either city. And yes, I would also agree that poverty can be a cause of theft and other criminal activities. But again, never once did I feel unsafe in any part of Peru. I'd make the same argument when I've traveled throughout Mexico. Yes crime does happen, but if you're somewhat smart about how you travel and don't flaunt whatever it is worth of value that you might have, chances are pretty good you won't encounter any problems.
